However, with respect to the Article VI Treaty on Nonproliferation of Nuclear Weapons, it is pretty clear, and has been since the original treaty and even before, that the United States is the only country that has not ratified it. So it’s not as if it’s some kind of procedural quirk that has kept the United States from doing so.
What we are saying to the administration here is that in order to get the full benefits of a process like this, it has to be willing to make the big moves. That will take some convincing to the administration.

There may be a danger in the sense that any one of these five building blocks may be a stepping stone to others. There could be serious questions about the ratification of the CTBT, or about Security Council adoption of this resolution, or about the U.S. and Russian negotiations on a comprehensive test ban.
