I'd seriously recommend you test your workflow BEFORE going too deep down the rabbit hole. Haven't tried this with Premiere, but I once brought a davinci resolve project from the mac into a windows house and reconnecting the media was a nightmare... that said, premiere has a much more robust relink process than resolve so maybe it won't be a serious probelm.

I've been doing some more digging on this, and I'm having some issues with the relink process.
when I launch resolve I get the splash screen, then some dll errors (1 for each dll I'm missing). I'm pretty sure I have all the dlls, and just a few of the dlls are outdated, so I'm not sure why resolve is not working.

Restart your PC to replace the amtlib.dll cache file that is stored in the Windows system folder. The cache file is created by Windows whenever it loads any module, and it is based on the DLL file present in this folder.
